Wallsee an der Donau is a small market town in Lower Austria, and this 10 Heller note is a product of the Notgeld wave that swept Austrian municipalities after the collapse of the Habsburg currency system left communities without adequate small change. The printer, J. Kiefer of Amstetten, handled several local emergency issues from the surrounding region — Amstetten was the nearest town of any commercial size, and its printers became de facto suppliers to a dozen nearby communes.
The designer credit to Steffi Reinelt is the genuinely unusual detail here. Named local designers on Austrian Notgeld are relatively uncommon at this level of issue, and Reinelt appears in no wider commercial printing record, suggesting a locally commissioned amateur or teacher rather than a professional graphic artist.
