Vöcklamarkt is a small market town in Upper Austria, and this 10 Heller note is a product of the notgeld wave that swept Austrian municipalities after the First World War. The postwar coinage shortage was severe enough that even minor rural townships printed their own emergency paper in fractional heller denominations — values that had been essentially worthless in silver before the war.
By 1920, Austrian federal finances were deteriorating rapidly toward the hyperinflationary collapse that would peak in 1921–1922. Municipal notgeld of this period had an extremely short practical lifespan.
