Vöcklamarkt is a small market town in Upper Austria, and this 10 Heller note is a product of the Notgeld wave that swept Austrian municipalities after the collapse of the Habsburg economy left small denominations effectively unavailable. The print run of over twelve million is striking for a town of this size and almost certainly reflects regional distribution — these notes circulated well beyond the issuing commune's borders, as was common practice with Austrian Notgeld of 1920.
Gramlinger signed as Bürgermeister, lending the note its official municipal authority under the emergency provisions that briefly allowed local governments to fill the coinage vacuum.
