Upper Austria's 1921 Heller notgeld came out of a municipal and provincial emergency currency movement that flooded German-speaking Austria and Germany in the early 1920s as chronic coin shortages made ordinary commerce difficult. The federal government could not keep pace with demand for small change, so provincial and local administrations printed their own. Land Oberösterreich issued this series through facilities in Linz rather than contracting a specialist printing house, which accounts for the relatively plain execution compared to the elaborately decorative notgeld being produced elsewhere in the region at the same time.
The red color variant is catalogued separately from the blue — P#S119b — suggesting a deliberate print run distinction, possibly tied to a second issue date or a reprint to address ongoing shortage.
