Austrian provincial notgeld of this period exists in staggering quantity, but the Upper Austria 10 Heller issues have a specific administrative interest: by 1921 the federal government had repeatedly attempted to suppress local emergency currency, yet the provinces continued issuing because coin shortages persisted well into the early 1920s. Upper Austria's series was among the last authorized provincial issues before Vienna finally forced standardization.
The "b" suffix in the Pick reference denotes the green color variant — the same design was issued in at least one other color, suggesting a deliberate differentiation run rather than a printing substitution.
