Beschrijving voorzijde Letterpress-printed in green on cream stock, the note is divided into two distinct zones: the left field carries a panoramic vignette of a riverside townscape with prominent buildings and a hilltop castle, enclosed within ornate scrollwork and guilloche borders, with a large bold numeral '10' beneath; the right field presents the issuing authority's text in Gothic script followed by three manuscript signatures of authorised officials, dated Linz 1921.

Upper Austria's 1921 Heller notgeld belongs to the tail end of Austria's municipal and provincial emergency currency wave — by this point the Viennese central authorities had repeatedly attempted to suppress local issues, with limited success. Provincial governments continued printing simply because the alternative, waiting for adequate coin and small-denomination paper from Vienna, was not workable.

The watermarked paper is notable for a notgeld of this size and value; most Heller-denomination issues from comparable Austrian municipalities skipped security features entirely.
