Upper Austria's 1921 Heller notes belong to the sprawling Notgeld phenomenon — the emergency municipal and regional scrip that flooded German-speaking central Europe between 1914 and the early 1920s as federal currency collapsed in reliability and small coins vanished from circulation. By 1921 the movement had split into two currents: genuine emergency issues filling a practical need, and the so-called "Serienscheine" produced largely to satisfy collector demand. The Land Oberösterreich issues sit closer to the former, authorized at the federal state level rather than by a single municipality.

P#S119D is one of several denomination variants in the series. The "S" prefix in the Pick reference reflects its classification as a local or regional issue rather than a central government note — useful context when cross-referencing Austrian Notgeld catalogues, which sometimes list these under Grabowski or the Tieste-Boemke system instead.
