Tullnerbach is a small municipality in Lower Austria, west of Vienna along the Wienerwald, and this 10 Heller note is a product of the Notgeld emergency — the period following Austria's defeat in 1918 when the new republic's monetary system was in near-collapse and even tiny rural communes were forced to print their own small-denomination scrip to cover the chronic shortage of coins in everyday transactions.
The Jaksch/Pick reference JPR1084-10 places this squarely within the documented Lower Austrian municipal series. Tullnerbach issued at minimum this denomination; whether the commune produced additional values is not firmly established in the literature.
