| Obverse description | The centre of the note is occupied by a large heraldic shield bearing a rampant lion passant, rendered in dark intaglio on a crosshatched ground. To the left and right of the shield, the denomination numerals '1' and '0' appear within dotted oval guilloche cartouches. The legends 'STADT' and 'STEYR' are set in bold serif capitals at the upper corners, with 'HELLER' repeated beneath each numeral. The printer's imprint 'B. PRIETZEL STEYR' appears in small type at the bottom centre. |

Austrian municipal notgeld from the post-WWI period was rarely the product of civic pride — it was issued because small-denomination coinage had simply vanished from circulation, hoarded or melted during the war years. Steyr, an industrial town on the Enns with a long history in metalworking and arms manufacture, was no different. The 10 Heller piece from 1920 comes from the second phase of Steyr's notgeld program, reflected in the "II" series designation.
Printed locally by B. Prietzel rather than sent to Vienna or a larger commercial printer, which keeps the production values modest. The Jaksc catalog reference places this firmly in the collector-documented Austrian municipal series, where sub-variants by printer and paper stock multiply quickly.
