Stein an der Donau is a small town on the south bank of the Danube in Lower Austria, administratively merged with Krems in 1938. This note was issued as Notgeld — emergency municipal scrip — during the acute coin shortage that followed Austria's post-war economic collapse. Thousands of Austrian municipalities printed their own small-denomination paper in this period, and the market for decorative Notgeld had become almost self-sustaining by 1920, with collectors actively seeking out series.

J. Faber in Krems was the logical choice for a municipality this size — a local job printer, not a security specialist.
