Stein an der Donau — now administratively merged with Krems — issued this Heller note during Austria's acute postwar currency fragmentation, when municipal and even village authorities across the former empire printed their own Notgeld to compensate for the chronic shortage of small-denomination coins. The printer, J. Faber of Krems, was a local firm producing emergency issues for several nearby communities in the Wachau region during this period.
By 1920 the Austrian government was actively trying to suppress municipal Notgeld circulation, having issued a series of directives demanding withdrawal. Many of these hyper-local issues were redeemed and destroyed quickly, which accounts for the relative scarcity of surviving Stein an der Donau pieces today.
