Schrems is a small market town in Lower Austria's Waldviertel region, and this 10 Heller note belongs to the vast wave of Notgeld issued across Austria between 1919 and 1922, when the post-imperial monetary system was still fragmenting and small coin denominations had effectively vanished from circulation. Municipal authorities at even this level of local government were empowered — and often compelled by sheer practical necessity — to fill the gap themselves.
Three signatories authenticate the note: the Bürgermeister, his deputy, and a finance officer. That level of formal certification on a 10 Heller emergency piece tells you something about how seriously these small communities took their improvised monetary obligations.
