Land Salzburg's 1919 Heller notes were emergency money in the most literal sense — the postwar collapse of the Austro-Hungarian banking system left provincial and municipal authorities scrambling to fill a vacuum of small change that the new Republic of German-Austria could not immediately address. The Landeshauptmannschaft issued these through its own administrative machinery rather than through any banking institution, which is why the four signatories represent provincial officials rather than bank officers.
Franz Rehrl, one of the four signatories here, would go on to become Landeshauptmann of Salzburg from 1922 to 1938 — his presence on this note catches him early in his administrative career.
