Ried im Innkreis is the administrative capital of the Innviertel district in Upper Austria, and this 10 Heller notgeld dates to the prolonged small-change famine that gripped Austria well into the early 1920s. The metal coin shortage had begun during the war but persisted long after the armistice — hoarding, metal requisitions, and monetary chaos left ordinary commercial transactions effectively impossible without municipal paper substitutes. The Stadtgemeinde stepped in as hundreds of Austrian towns did, issuing low-denomination emergency notes under local authority rather than waiting for central relief.
Hans Leitgeb's signature appears as the authorizing official. The Jaksch/Pick reference JPR0834IIa designates this as one of at least two recognized varieties in the series.
