Rehberg bei Krems is a small Lower Austrian market commune, and this 10 Heller note is a product of the Notgeld emergency currency wave that swept rural Austria between 1919 and 1921. With the Habsburg monetary system collapsed and the new Republic struggling to maintain coin supply, thousands of municipalities issued their own small-denomination paper to cover everyday transactions. Bernhardt, operating out of Vienna's sixth district, was one of several small commercial printers who fulfilled these local contracts — competent trade work, not a prestige commission.

The Jaksc catalogue remains the primary reference for Austrian Notgeld of this type, as Pick's broader listings are incomplete for commune-level issues.
