The denomination numeral '10' is repeated within square frames at each of the four corners. Raabs an der Thaya is a small market town in Lower Austria near the Czech border, and this 10 Heller note is one of the thousands of Notgeld issues produced by Austrian municipalities between 1919 and 1921. The disintegration of the Habsburg monetary system after 1918 left small communities chronically short of low-denomination coinage, and local authorities — market communes, villages, even individual businesses — stepped in with their own emergency scrip.
The Jaksc reference places this firmly in the documented Austrian Notgeld corpus, though Raabs issues are not among the heavily collected rarities of the series.
