Oberhollabrunn, a small Lower Austrian town north of Vienna, housed one of the Habsburg Empire's wartime refugee camps established to manage the massive displacement of civilians — largely Poles, Ruthenians, and Ukrainians — fleeing the Eastern Front after the Russian advance into Galicia in 1914 and 1915. Camp scrip like this 10 Heller note was a practical necessity: inmates were prohibited from holding regular currency, so the K.K. Flüchtlingsstation issued its own internal tender to control purchasing within the compound.
The Campbell reference 1596 places this among a recognized but thinly documented category of Austrian internment and refugee camp issues, most of which were printed in extremely small quantities and redeemed or destroyed when the camps closed.
