Ober-Wölbling is a small market town in Lower Austria, and this 10 Heller note is one of the Notgeld emergency issues that flooded Austria during the coin shortage of 1920. The printer, Buchdruckerei Herzogenburg, was a local press in the nearby town of Herzogenburg — the kind of operation that printed parish newsletters and official notices, not currency. Three municipal signatories were required to validate the issue: the Bürgermeister, his deputy, and a managing councillor, which was unusually heavy authorization for such a minor denomination.
