Niederösterreich's Heller Notgeld issues of 1920 were a direct consequence of the postwar coin shortage that paralyzed everyday commerce across the former Habsburg lands. The newly truncated Austrian state simply could not mint small change fast enough, so provincial and municipal authorities stepped in with their own emergency paper — legally tolerated, locally circulated, and theoretically redeemable but often not worth the effort.
Christoph Reisser's Söhne was one of Vienna's most established printing houses and handled a substantial share of Austrian Notgeld production during this period. Their work on these provincial issues was competent commercial printing, not fine engraving.
Redemption periods were short and enforcement uneven — many holders simply missed the window.
