Obverse description Printed in green and red on cream paper, the obverse is divided into two zones: the left panel carries the denomination '10 Heller' in bold Gothic script within a vertically striped green underprint, while the right panel bears the full authorizing text in black letterpress, headed by the title inscription in red. Niederneukirchen im Traunkreis is a small Upper Austrian municipality, and this 10 Heller note is a product of the Austrian Notgeld phenomenon of 1919–1921, during which hundreds of towns and villages issued their own emergency small-change paper after coinage effectively vanished from circulation. The postwar coin shortage was severe enough that even rural communities with no banking infrastructure were printing their own fractional currency, countersigned by local officials — here, one Albert Plaß.

The JPR reference places it firmly in the Jaksch/Pick regional Notgeld catalogue. These hyperlocal issues were typically redeemed and destroyed within months, which accounts for why minor municipal varieties from this series are genuinely hard to locate today.
