Austrian municipal Notgeld of this period was produced in staggering quantities between 1920 and 1922, as the collapsed postwar economy left the new republic unable to supply sufficient small coin. Neuhofen im Innkreis, a modest market town in Upper Austria, issued its own fractional scrip under the same emergency authority that licensed hundreds of other Gemeinden to do the same. The two signatures — Frz. Zweimüller and Franz Ecker — almost certainly represent the Bürgermeister and a municipal treasurer or council witness, though the precise roles were never standardized across issuers.
At 10 Heller, this sits at the lowest practical denomination of the Notgeld series. Redemption was theoretically guaranteed by the issuing municipality, a promise many smaller towns struggled to honor as inflation accelerated through 1922.
