Obverse description A panoramic town-view vignette occupies the centre of the note, rendered in green letterpress against a lighter green underprint, showing the rooftops, church steeple and surrounding alpine landscape of Neuhofen an der Ybbs. The denomination numeral '10' appears in squared cartouches at both upper corners, while a bold Gothic-script heading panel reads 'Gemeinde Neuhofen / a. d. Ybbs'. The border is composed of an elaborate Art Nouveau frame of entwined foliage and stylised botanical motifs; the designer credit 'Entwurf: Emerich Kreiß' and printer imprint 'Druck von F. Rieder, Amstetten' appear in small type along the lower margin.

Reverse description The reverse is typeset in dark green ink on plain cream paper, with the vertical left margin carrying the words 'Zehn 10 Heller' rotated 90 degrees alongside two vertical rule lines. The main text block, in Gothic script, presents the official resolution text stating that the Gemeinde Neuhofen resolved on 15 April 1920 to issue vouchers of 10, 20 and 50 Heller, redeemable in lawful currency by 30 December 1920. Four authorising signatories are listed by name and office — Bürgermeister, Vicebürgermeister and two Gemeinderäte — followed by the anti-counterfeiting warning 'Nachahmung dieses Scheines wird gesetzlich bestraft.'
