Mondsee is a small market town on the Salzkammergut lake of the same name in Upper Austria, and this 10 Heller note is a piece of Austrian Notgeld — emergency small-change scrip issued by municipalities during the acute coin shortage that gripped Austria-Hungary from around 1916 onward. The central government's metal was going into the war effort, and towns were left to solve the change problem themselves.

The designer credit to Reisenbichler is locally specific — almost certainly a regional artist or tradesman rather than a professional printer's engraver. Kaltenbrunner's signature as authorizing official was the municipality's guarantee of redemption, worth only as much as the issuing town's word.
