The central field is occupied entirely by a formal text in Gothic script citing the municipal council resolution of 24 April 1920, authorising the issue of emergency vouchers totalling 27,000 Kronen to alleviate the small-change shortage, redeemable in lawful currency four weeks after announcement of the redemption date. The printer's imprint 'Pressverein Arbeskirchen' appears in small type at the lower left of the text block. |

Manglburg is a small settlement in Upper Austria, and this 10 Heller Notgeld is a product of the post-WWI currency collapse that forced Austrian municipalities — many of them tiny — to print their own emergency small change when coin circulation collapsed after 1918. The Pressverein Arbeskirchen was a local print cooperative, not a commercial security printer, which is exactly what you'd expect for a village-level issue of this kind.
The 1945 printed date is almost certainly a cataloging or transcription error — Heller-denomination Notgeld of this type belongs firmly to the 1920–1922 window.
