ie Gemeinde Luftenberg gibt laut Sitzungsbeschluss vom 2. Mai 1920 Gutscheine aus im Gesamtbetrage von 30.000 Kr. und haftet dafür mit ihrem gesamten Vermögen.
Diese Gutscheine werden bis 31. Dec. 1920 in gesetzl. Bargelde bei der Gemeindekasse eingelöst. Die Nachahmung dieses Scheines wird gesetzl. bestraft.

Austrian municipal notgeld of this period was often printed as a deliberate collector's issue rather than a genuine emergency currency, and Luftenberg's 1920 Heller notes fit squarely into that commercial wave. By 1920, the acute coin shortage that originally justified notgeld production was already easing, but small municipalities had discovered that philatelists and notgeld collectors — a substantial and organized market by then — would pay face value or better for attractive local issues, effectively generating revenue for the commune at no cost.

L. Haase's design credit suggests a regional printing house connection rather than a major security printer. Luftenberg itself is a small Upper Austrian community on the Danube east of Linz, and its series is not among the rarer municipal issues.
