Laxenburg is a small town south of Vienna best known for its Habsburg summer palace, and like hundreds of Austrian municipalities, it issued its own small-denomination emergency notes during the First World War when coin metal was requisitioned and Heller coinage vanished from circulation almost overnight. These Gemeindenotgeld issues were a local administrative stopgap — printed in bulk, often on thin stock, and redeemed (or not) within months.
Ancht. Seidenburg was a Vienna-based printing house responsible for numerous similar municipal commissions across Lower Austria. The JPR0507a series covers the Laxenburg issues collectively; the "a" suffix distinguishes this 10 Heller face value within that grouping.
