Kollmitzberg is a small settlement in Lower Austria, and this note is a Notgeld issue — emergency small-change currency produced by Austrian municipalities during the severe coin shortage that followed the collapse of the Habsburg economy after 1918. Thousands of such pieces were printed across Austria in 1919–1921, many by local commercial printers with no prior banknote experience. F. Kielar of Amstetten was exactly that kind of regional job printer, and the credit to designer Anton Rohrhofer suggests the municipality commissioned original artwork rather than relying on a stock template.
