Kirchheim notgeld of this type falls within the enormous wave of Austrian municipal emergency currency issued between 1920 and 1921, when the post-war collapse of the Habsburg monetary system left small communities without adequate small-denomination coinage. Individual Gemeinden were authorized to produce their own provisional issues, which resulted in thousands of hyper-local notes signed by local officials rather than any central banking authority.
Leopold Burgstaller's signature here places administrative accountability at the municipal level — typical for Kirchheim issues of this series. The JPR0447 reference grouping covers several denominations from this commune, the 10 Heller being the smallest and consequently the most heavily circulated.
