Kirchberg am Wagram issued this 10 Heller note as part of Austria's Notgeld wave — the period from roughly 1918 to 1922 when hundreds of Austrian municipalities printed their own emergency small-change currency to compensate for the near-total disappearance of coins from circulation. The problem was acute in small market towns like Kirchberg, where coin hoarding had gutted everyday commerce. Goldmann's Druck in nearby Tulln handled production for a number of Lower Austrian communities during this period, keeping costs low through regional consolidation.

The Jaksc reference suffix "Ic" indicates this is the third color or paper variant within the series — minor distinctions that matter to completists assembling full Kirchberg sets.
