Austrian Notgeld of this type was printed locally because the postwar coin shortage made small change functionally unavailable — not a financial crisis in the banking sense, but a grinding everyday problem that municipalities solved themselves. Horn, a market town in the Waldviertel, contracted with local printer J. Oserger rather than going to Vienna, which was standard practice for smaller communities that couldn't wait for a centralized solution.
The Zimmermann design credit is worth noting: many Notgeld issues of this period recycled generic vignettes, but named designers on Horn issues suggest at least some deliberate local artistic commission rather than stock imagery pulled from a printer's catalog.
