Herzogenburg's 10 Heller notgeld was produced locally by the town's own print shop — a arrangement common enough during the post-WWI Austrian currency collapse, when the Vienna government could not supply adequate small change and municipalities were left to improvise. Buchdruckerei Herzogenburg was a commercial printer, not a security press, and the limitations show in the typography.

The Jaksc/Pick reference places this within the vast Austrian notgeld cataloguing effort, which documented thousands of such emergency municipal issues. Most circulated briefly and intensely before being demonetized once the new federal currency stabilized.
