Gmunden's 10 Heller notgeld belongs to the enormous wave of municipal emergency currency that flooded Austria in 1919–1920, when the collapse of the Habsburg monetary system left local authorities scrambling to cover a crippling shortage of small-denomination coins. Cities, towns, market communes, and even individual businesses issued their own scrip — legally tolerated, though technically irregular — because the central authorities simply could not supply enough low-value coinage fast enough.
