This is Austrian Notgeld — emergency municipal currency issued in the chaotic period following the collapse of the Habsburg Empire, when the new Austrian republic lacked the infrastructure to keep small change in circulation. Eferding, a small market town in Upper Austria with a population then well under 3,000, was one of hundreds of municipalities that printed their own fractional notes in 1919 to fill the void left by hoarded coins.
