Eferding is one of the oldest towns in Upper Austria, but its 1919 Heller notes exist for a blunt bureaucratic reason: the postwar collapse of the Habsburg monetary system left Austria with a crippling small-denomination coin shortage, and municipal authorities across the country were authorized to fill the gap with locally issued Notgeld. Eferding was among hundreds of Austrian Stadtgemeinden that did so.
The print run of over 12 million for a town of a few thousand is not a misprint — these small-denomination emergency notes circulated in enormous quantities relative to their face value, and most were redeemed and pulped once the federal coinage supply stabilized in the early 1920s.
