Dross is a small village in Lower Austria's Kremstal, and this 10 Heller note is a product of the postwar Notgeld wave that swept through Austrian municipalities between 1919 and 1922. With the Habsburg currency system in collapse and small coinage effectively vanished from circulation, thousands of Gemeinden issued their own emergency paper — Dross among them. The designer Rohrhoper was likely a local figure rather than a professional printer's engraver, which is typical for village-level Notgeld commissions of this period.
The Jaksch/Pick reference JPR0135.09-10 suggests this belongs to a two-note set within the Dross issue, probably the 10 and 20 Heller values issued together.
