Dezember 1920 Gültigkeit, sind unverzinslich und werden im Monate Dezember 1920 im Gemeindeamte Blindenmarkt (Niederösterr.) in gesetzl. Bargeld eingelöst. Blindenmarkt is a small market town in Lower Austria, and this 10 Heller note is a product of the catastrophic currency fragmentation that followed Austria-Hungary's collapse — local municipalities issuing their own emergency paper because the central supply of small-denomination coinage had simply dried up. These Notgeld issues were a practical fix, not a monetary experiment. Printed locally by Franz Rielar in nearby Amstetten, it carries three signatories: the Bürgermeister, his deputy, and a council member, which gave even the smallest issues a veneer of municipal authority.
The JPR0093b designation indicates a variant within the Blindenmarkt series — likely a paper or colour distinction from the 0093a type.
