Palting-Perwang is a small rural commune in Upper Austria, and this note is a product of the Notgeld wave that swept Austria and Germany after World War One — local authorities printing their own emergency small change when coin shortages made everyday transactions nearly impossible. Josef Moser's print shop in Braunau am Inn handled several such municipal commissions in the region during this period.
Bürgermeister Voggenberger's signature gives it legal standing under the municipality's authority, thin as that authority was.
