Obverse description The obverse is printed in red-pink and black on cream paper, with a decorative border of floral and dot guilloche patterns. A central black vignette presents a letterpress view of the village of Perwang, with a church tower and rural farmhouses set against rolling hills and billowing clouds, captioned 'Perwang' above the scene. The issuer's name 'Gemeinde Palting-Perwang' is inscribed in ornate script on a banner at the top, flanked by the denomination numeral '10' in bold black on either side.

Reverse description The reverse is printed in red and black on cream paper, with a dotted outer border and a red floral side panel at left. The denomination '10 Heller' is set in large bold Gothic type at upper left, alongside the notation '2. Auflage.' (second issue) at upper right. The body text, rendered in Fraktur script, states the municipality's guarantee of redemption between 15 and 31 March 1921, followed by an anti-counterfeiting warning, the issuance date of September 1920, and the signature line of Bürgermeister K. Voggenberger; the printer's imprint appears at the bottom.

Palting-Perwang is a small rural commune in Upper Austria, and this note is a product of the Notgeld wave that swept Austria and Germany after World War One — local authorities printing their own emergency small change when coin shortages made everyday transactions nearly impossible. Josef Moser's print shop in Braunau am Inn handled several such municipal commissions in the region during this period.

Bürgermeister Voggenberger's signature gives it legal standing under the municipality's authority, thin as that authority was.
