Manning is a small rural commune in Upper Austria, and this 10 Heller notgeld is exactly what the postwar coin shortage forced hundreds of similarly modest municipalities to produce in 1920. The Austrian state simply could not supply enough small-denomination coinage after the collapse of the Habsburg monetary system, so local authorities — mayors, shopkeepers, even individual businesses — printed their own emergency scrip.
