Split was still administratively in flux in 1919 — formally transferred from Austria-Hungary to the Kingdom of Serbs, Croats and Slovenes only in November of that year — and this municipal emergency issue belongs to that transitional gap when central banking infrastructure had effectively collapsed and local authorities printed or stamped their own fractional currency simply to keep commerce moving. The Helera denomination itself is the Croatian spelling of the Austro-Hungarian Heller, retained here even as the political order that created it was dissolving.
The embossed municipal stamp served as the primary authenticity control, which was typical of hastily authorized local scrip across the former Habsburg successor territories in 1918–19.
