The k.k. Staats-Central-Cassa — the Imperial-Royal State Central Treasury — issued this note amid the upheaval of 1848–49, when the Habsburg government was simultaneously fighting revolutions in Vienna, Budapest, and northern Italy while financing a war on multiple fronts. Paper money flooded out of necessity; the treasury was effectively insolvent in specie terms.
Printed in Vienna, this is a domestic emergency issue rather than a formal banknote — the Staats-Central-Cassa was a fiscal body, not a bank, and its notes carried the direct obligation of the imperial treasury. Heavy oversupply throughout the early 1850s drove significant depreciation before the series was eventually retired.
