The Wiener Stadt Banco was not a bank in any modern sense — it was a municipal debt-management body established in 1706 to consolidate Vienna's war debts, and its Bankozettel notes were among the earliest paper currency circulating in the Habsburg lands. By 1784, Joseph II had already embarked on his aggressive reform program, and the expanded note issue of that period was directly tied to the fiscal strain of maintaining his bureaucratic and military apparatus.

Counterfeiting of Bankozettel was a persistent and documented problem throughout the late eighteenth century, serious enough that the authorities introduced increasingly elaborate typographic and paper controls with successive issues.
