The Wiener Stadt-Banco was established in 1706 primarily to manage Vienna's municipal debt, and its paper money — when it finally came — was deeply controversial. Austrian society at mid-century remained hostile to banknotes, and the Seven Years' War (1756–1763) forced the hand of the Habsburg treasury. This 1759 issue belongs to the earliest emergency paper currency the Stadt-Banco produced, driven by the fiscal strain of that conflict rather than any confidence in paper instruments as a monetary medium.

Peter Joseph von Rosler served as a senior Banco official whose signature authenticated individual notes — hand-signed, not printed. The series is among the earliest Austrian banknotes ever issued, and examples from 1759 are exceptionally rare survivors.
