The arc legend LIBERTE EGALITE FRATERNITE runs along the upper periphery, with the fineness mark 1000 and mint mark IC appearing on either side of the lower field. Haiti's early 1970s commemorative silver program was a creature of the Duvalier government's hard currency strategy — Jean-Claude Duvalier had just inherited power from his father in 1971, and foreign exchange was desperately needed.
