The USS Constellation name has been carried by six U.S. Navy vessels, creating persistent collector confusion about which ship these commemorative issues actually honor. This piece references the 1797 frigate, one of the original six frigates authorized by the Naval Act of 1794 — the legislation that effectively founded the United States Navy. That ship survives today in Baltimore harbor, the oldest U.S. Navy vessel still afloat.

Congo's prolific commemorative program from this period was almost entirely export-driven, with pieces sold through European distributors and never intended for domestic circulation.
