The Democratic Republic of the Congo has issued commemorative silver in relentless volume since the late 1990s, much of it produced by European minting houses with no meaningful connection to the issuing nation. This tennis piece is part of that broader program — coins struck primarily for the collector export market during a period when the country was mid-civil war, with Laurent-Désiré Kabila having seized power in 1997 and his son Joseph assuming it after assassination in 2001.
KM#46 was almost certainly produced under contract, likely in Europe.
