The Syndicat Ardennais de Ravitaillement was one of dozens of regional supply syndicates formed under German occupation to manage civilian provisioning in northeastern France. Sedan and the surrounding Ardennes were occupied from late August 1914, and by 1916 the near-total collapse of normal commerce had forced local authorities to issue emergency paper scrip to keep internal trade functioning at all. That Anciaux in Charleville-Mézières — itself under occupation — was printing these notes says something about the strange pragmatism the Germans permitted in administering civilian supply chains.

The watermark is worth noting: security features on occupation-era French emergency issues are uncommon, suggesting this series was produced with unusual care against counterfeiting in an already chaotic monetary environment.
