The 45mm diameter on a 0.311g coin tells you everything: this is a gold foil striking, a format pioneered by the Austrian Mint and now widely licensed to smaller sovereign issuers seeking legal-tender bullion products with outsized visual impact. Burundi has leaned heavily into this format since the mid-2010s, issuing dozens of themed foil pieces through licensing arrangements with European minting houses — the coins are legal tender in name, but no one has ever spent one in Bujumbura.
Sekhmet, the Egyptian lioness deity of war and pestilence, has no particular connection to Burundian history or culture.
