Bremen never issued 10-franc coins. This is a Congolese commemorative struck for the collector market, part of a wave of silver issues the Banque Centrale du Congo authorized around the turn of the millennium — coins with no domestic circulation function, produced almost entirely for export to European and North American numismatic dealers. The KM#167 assignment places it within a crowded sequence of similar foreign-themed commemoratives from this period.
