Secours National was a French relief organization that predated the war but was restructured under Vichy in October 1940 into a state-supervised charity, given semi-official status and tasked with coordinating welfare for refugees, bombed-out populations, and prisoners' families. These 10 franc vouchers were issued not as legal tender but as a fundraising and aid-distribution mechanism — donors could purchase them and pass them to those in need, who could then exchange them for goods through approved channels.

The Vichy government's enthusiastic backing of Secours National was partly pragmatic, partly propagandistic. It fit neatly into the Révolution nationale's rhetoric of communal sacrifice and traditional French values.
